Gov. Bill Haslam’s effort to expand medicaid coverage is facing a new challenge. Attorney General Herb Slatery says the Republican Chief Executive cannot expand the program without approval of the General Assembly. Haslam wants to use federal funds to expand Tenncare, the State’s version of medicaid, to an estimated 280,000 low income Tennesseans now without insurance coverage. Slatery says Haslam needs authorization by lawmakers before implementing any extension. The Republican controlled legislature soundly rejected his plan in February. Slatery says a law passed 2 years ago requiring legislative approval of any expansion is constitutional.
